Harassment prevention declaration

 In action related to education, research, and university management, harassment behavior or statement that inflicts psychological and physical suffering to the people concerned and poisons the learning or work environment by acting beyond the appropriate range against the background of superiority of position the stakeholders of the university, not only hinders the ability and growth of the stakeholders of the university, but is also socially unacceptable to unreasonably damage the personality and dignity of individuals.
 In reaction to harassment, the University of Tsukuba will confirm the facts fairly and honestly while respecting the privacy of the parties concerned, try to solve the problem, and deal strictly with the perpetrator of harassment in accordance with the rules of the university. We will make sure that the perpetrator of harassment strictly adhere to the basic stance and rules for harassment prevention, and declare the prevention and elimination of harassment in order to realize a "harassment-free campus".

Background of harassment: Not only background that "constitutes bullying" stipulated in the Act on Comprehensively Advancing Labor Measures, and Stabilizing the Employment of Workers, and Enriching Workers' Vocational Lives, but also at our university, which is an educational and research institution, since all harassment background against a background of position, human relations, etc. of superiority are targeted, it is described as "against the background of superiority of position".



Basic stance to prevent harassment

The university is working to address the problem of harassment through the following basic stance.


  • - The university does not accept harassment, which unfairly infringes on the human dignity of individuals and poisons the learning or work environment.
  • - The university will respond fairly and appropriately to instances of harassment.
  • - The university will deal with perpetrators of harassment in an impartial manner.
  • - The university will work to educate stakeholders while striving to achieve pleasant, harassment-free campuses.

If you observe or been the target of behavior you perceive as harassment, contact the Harassment Counseling Center or one of our harassment advisers. Your counseling and the details of the counseling you receive will not be disclosed without your consent.

How to access content labeled "○○○ (manaba)"

Of the contents listed below, the content labeled "○○○ (manaba)" is in the "Harassment Prevention" course of the "manaba" learning management system that can only be used by students, faculty members, and employees. You can view it by logging in to the "manaba" learning management system and registering for the "Harassment Prevention" course. For details, refer to the following "How to browse".

  1. Access the "manaba" learning management system from the following URL and enter your Unified Authentication ID (the 13 digit barcode number on the back of the student ID card and staff ID card) and password to login.

    *If you are already logged in, this step is not necessary.
    *If you do not know your password, please bring your student ID card and staff ID card and have it reissued at the Academic Computing & Communications Center or the nearest library.
  2. Click "Register" in confirmation of the course. This is the completion of the course registration.
  3. Once you have completed the course registration, the "Harassment Prevention" course appears on My Page. Click it to access the course and browse the contents.

Harassment counseling center

Response to a counseling of complaint and the role of a harassment counselor/adviser

For counseling in response to a harassment complaint at our university, anyone who thinks they have been harassed or who is worried about being told of having committed harassment can seek counseling with us.

Counseling in response to a harassment complaint is provided by harassment advisers consisting of on-campus faculty members and employees and counselors at the Harassment counseling center (hereinafter referred to as "Advisers"). If you would like to receive counseling, we will provide a counseling after you select a harassment advisers from the Contact List of Harassment Advisers and arrange an appointment for the counseling. Please be assured that the advisers has a duty of confidentiality and the privacy of the complainant is protected.

We will continue to respond to counseling while respecting the intentions of the person receiving the counseling. If the person receiving the counseling feels unwell due to anxiety, etc., the health of the person receiving the counseling is considered first, and we will cooperate with an occupational physician and the University Health Center.
